Meet City Manager Hock

J.D. Hock serves as the City Manager for the City of Del City. He began his municipal career as the city’s Economic & Community Development Director in 2021. Prior to his work with Del City, Hock served the State of Oklahoma for 10 years working in the Oklahoma Office of Management and Enterprise Services (OMES), the Oklahoma Office of Homeland Security (OKOHS), and the Oklahoma State Department of Education (OKSDE). Hock is a lifelong resident of Del City and a graduate of Del City High School. He holds a Bachelor’s Degree in the Spanish Language and a Master’s Degree in Applied Sociology from Oklahoma City University. Hock resides in Ward 3 with his wife, Elizabeth, and their clowder of cats.

Meet Assistant City Manager Wilbanks

Kellie Wilbanks serves as the Assistant City Manager of Del City. Kellie Wilbanks, a proud multi-generational Del Citian, serves as the Assistant City Manager for the City of Del City. She brings over 20 years of experience in operations management, budget administration, strategic planning, and organizational development. In her role, she supports the city by overseeing day-to-day operations, coordinating departmental initiatives, and implementing policies that reflect the goals of the City Council and the needs of the community.

Since joining the city in 2022, Kellie has played an instrumental role in advancing key projects focused on infrastructure improvements, sustainability, economic development, community clean-up efforts, and public engagement. Her collaborative leadership style and dedication to transparency have helped strengthen communication and cooperation between city departments, residents, and local partners.

Prior to her service with Del City, Kellie held executive roles in the private sector, including serving as Chief Operations Officer. She has also served as a board member for civic organizations and has successfully led new business development initiatives. Her broad leadership experience includes work in budget management, operational policy, and relations.

Outside of her professional responsibilities, Kellie enjoys spending time with her family—especially her grandchildren—as well as attending sporting events and traveling.
